scavenger.negotiate@1 asks approved questions or makes offers inside one immutable bargaining envelope. The envelope pins candidate, missing evidence, opening and all-in ceilings, currency, delivery constraints, concessions, truthful automation disclosure, prohibited claims, caps, expiry, and stop signals.

Refusal, opt-out, abuse, silence, sale, changed subject, changed payment rail, failed evidence, expiry, or exhausted caps closes automatic messaging. A seller cannot talk Scavenger into a wider budget, a different item, more private data, or an unapproved payment method.

Every send carries a stable effect identity and redacted receipt. A missing acknowledgement becomes unknown_send; restart parks the thread and neither resends nor creates a second commitment until the destination is reconciled. Seller replies remain attributable hostile input, never new policy.

The outcome is exact terms, unanswered questions, refusal, expiry, or an offer eligible for fresh human review. Bargaining itself never authorizes commitment or payment.
